Practice for the Victorian owner-builder eLearning assessment run by the Building and Plumbing Commission (BPC, formerly the VBA), which applicants must pass before applying for a certificate of consent. Questions follow the BPC Owner-Builder Information and Study Guide and the Building Act 1993: eligibility, permits, inspections, contracts, site safety, selling an owner-built home and disputes. The BPC requires a 100% mark on the real assessment but does not publish its question count; the 25 questions and 30 minutes here are ExamRoo practice settings, not an official format. Sample Question 1 of 5Definition

In Victoria, which description best fits an owner-builder?

AA registered builder who builds homes on land they own and sells them
BA landowner legally responsible for domestic building work on their own land
CA project manager who supervises building work on a client's land for a fee
DA landowner who engages one registered builder to do all of the building work
Answer & Source:

An owner-builder is the landowner who takes on the responsibility, risk and liability of a professional builder for domestic building work on their own land. Someone building homes for sale is in the business of building, which owner-builders are not, and an owner who hands the whole job to one registered builder is not an owner-builder either. The study guide (PRS-HAN-008) sets out this definition.

Sample Question 2 of 5Definition

Mei owns her block in Victoria. She hires a plumber, a bricklayer and a carpenter for separate parts of a renovation and paints the walls herself. What is her position?

AShe is not an owner-builder because every trade she hires is licensed
BShe is an owner-builder because she arranges parts of the work and does some
CShe is an owner-builder only if she engages one builder for the whole project
DShe is an owner-builder for the painting she does herself, not for the trades' work
Answer & Source:

Engaging several builders for different parts of the work and doing some of it herself makes Mei the owner-builder for the whole project, not just for the painting. The owner is not an owner-builder only when one builder does all the domestic building work. Having licensed trades on site does not change this.

Sample Question 3 of 5Definition

Dev owns his block in Victoria and signs one contract with a registered domestic builder to do all of the domestic building work. Is Dev an owner-builder?

AYes, because he owns the land on which the work is done
BYes, but only until the building permit is issued to him
CYes, because the contract price is over $20,000
DNo, because one builder does all of the work
Answer & Source:

Dev is not an owner-builder: when a single registered builder is contracted for every part of the domestic building work, the builder carries the responsibility, not the owner. Owning the land or signing a contract above $20,000 does not change that. The study guide (PRS-HAN-008, Who is an owner-builder) gives this as the clearest case of someone who is not an owner-builder.

Sample Question 4 of 5Eligibility

Two people co-own a block in Victoria and one of them wants to become the owner-builder. What does the study guide say that person needs?

ANothing extra, because one registered owner is enough
BA letter from the local council approving the project
CThe written permission of all the other owners
DA statutory declaration from the building surveyor
Answer & Source:

Where land is owned by more than one person, the owner-builder needs the written permission of all the other owners to apply. The council and the surveyor do not give this permission. The other owners are also listed on the application as co-applicants.

Sample Question 5 of 5Eligibility

A company owns the land for a planned house in Victoria. Who may apply to be the owner-builder?

AAny employee of the company, with the directors' approval
BA director of the company, with its written permission
CThe company's accountant, with the directors' approval
DAny shareholder of the company, with a statutory declaration
Answer & Source:

If a company owns the land, the applicant must be a director of the company and needs the company's written permission. For land held in a trust, the applicant must be a beneficiary of the trust and needs the trustee's written permission. Employees, accountants and shareholders who are not directors do not qualify.
