Practice for the knowledge behind the ARC refrigerant handling licence: the Ozone Protection and Synthetic Greenhouse Gas Management Act and Regulations, the Refrigerant Handling Code of Practice, flammable refrigerant safety, leak testing and recovery. The licence is granted on holding the required qualification or units, not on a licence exam.

Under the Ozone Protection and Synthetic Greenhouse Gas Management Act 1989, which group of substances is controlled as 'scheduled substances'?
The Act controls activities involving ozone depleting substances and synthetic greenhouse gases (SGGs), which it collectively calls scheduled substances. HFCs do not deplete ozone but are SGGs, so they are controlled too.
What is the difference between a refrigerant handling licence (RHL) and a refrigerant trading authorisation (RTA)?
Individuals need a refrigerant handling licence entitling them to the work (regulation 111). Bulk refrigerant may only be acquired, possessed or disposed of by a holder of a refrigerant trading authorisation (regulations 112 and 140).
Under section 45B of the Act, what is the maximum penalty for the fault-based offence of discharging a scheduled substance where it is likely to enter the atmosphere?
Section 45B(4) sets 300 penalty units for the fault-based offence. The strict liability offence is 60 penalty units and the civil penalty is 400 penalty units. 50 penalty units is the strict liability penalty for working without a licence under regulation 111. Penalty unit values change, so check the current dollar value.
Under regulation 141, what record-keeping condition applies to the holder of a refrigerant trading authorisation?
Regulation 141(1)(a) and (b) require quarterly records and copies to the authority within 14 days of a written request. The old answer (retain for at least 5 years) was not in regulation 141; a 5-year retention period appears in regulation 900 for manufacturer and importer reports, a different obligation.
A technician is about to recover refrigerant into a cylinder whose test station stamp expired last month. What does the Code of Practice require?
A recovery cylinder is out of date when the current date is later than the expiry date of its most recent test station stamp. Safe fill capacity and owner's permission are separate requirements and do not make an out-of-date cylinder usable.
