General construction induction

Written practice for the knowledge behind the white card unit CPCWHS1001 (formerly CPCCWHS1001). There is no single national white card exam: an RTO assesses you and your state or territory regulator issues the card. Covers WHS duties, risk controls, SWMS, signs, incidents and emergencies.

Sample Question 1 of 5Duty of Care & PCBU

Under the model Work Health and Safety (WHS) Act, what is a 'PCBU' and what is its primary duty?

AA Private Construction Building Union, which collects fees, bargains for wages and represents its members on site.
BA Person Conducting a Business or Undertaking, who must ensure health and safety so far as is reasonably practicable.
CA Project Coordinator for Building Utilities, who manages the electrical, plumbing and gas connections on a site.
Answer & Source:

A PCBU (such as an employer, builder or principal contractor) must ensure, so far as is reasonably practicable, the health and safety of its workers and that other people are not put at risk by the work (WHS Act s 19). A union and a utilities coordinator are not duty holders defined by this Act.

Sample Question 2 of 5Worker Responsibilities

What is the duty of an individual worker under the WHS Act while at work on a construction site?

ALeave all safety decisions to the HSR once one has been elected for the work group.
BTake reasonable care for their own safety and that of others, and follow reasonable instructions.
CReport a hazard only after it has caused a work stoppage, an injury or damage to plant.
Answer & Source:

A worker must take reasonable care for their own health and safety, take reasonable care that their acts or omissions do not harm others, comply with reasonable instructions and co-operate with reasonable WHS policies (WHS Act s 28). Safety duties cannot be passed to an HSR, and hazards should be reported before anyone is hurt.

Sample Question 3 of 5Officers Due Diligence

What must an 'officer' of a business (such as a company director) do under the WHS Act?

AHand all WHS duties to a safety manager, after which the officer has no further duty.
BVisit the site and review safety records only after a notifiable incident has happened.
CExercise due diligence to ensure the business complies with its WHS duties.
Answer & Source:

An officer must exercise due diligence to ensure the PCBU complies with its WHS duties (WHS Act s 27). Due diligence includes taking reasonable steps to keep up to date with WHS matters and to understand the operations and hazards. Delegating work does not remove the officer's own duty.

Sample Question 4 of 5Health & Safety Representatives (HSR)

Which of these is a function of a health and safety representative (HSR) under the WHS Act?

AInvestigate health and safety complaints from workers in the work group.
BApprove or reject the SWMS before any high risk construction work starts.
CIssue infringement notices to workers who break the site safety rules.
Answer & Source:

An HSR represents the workers in the work group, monitors the measures taken by the PCBU, investigates complaints and inquires into risks (WHS Act s 68). A trained HSR may also issue a provisional improvement notice (s 90). HSRs do not approve SWMS documents or fine workers.

Sample Question 5 of 5Right of Entry for WHS Entry Permit Holders

What may a union official holding a WHS entry permit do at a construction site under the WHS Act?

ADirect the principal contractor to change the construction program and subcontractors.
BStop all work on the site until the PCBU's insurer has been notified.
CEnter to inquire into a suspected contravention and consult workers there.
Answer & Source:

A WHS entry permit holder who reasonably suspects a contravention may enter the workplace to inquire into it, and while there may inspect relevant work systems, plant, substances or structures and consult the relevant workers (WHS Act ss 117-118). The permit does not give control of the site or the program.
