Practice for the Victorian Personal Watercraft endorsement test, written from the Victorian Recreational Boating Safety Handbook 2024, the Marine Safety Act and Regulations and the Vessel Operating and Zoning Rules. The real test has 15 questions and you need at least 13 correct (86.7%); our tests use the same 15 questions and 3 options and pass at 86%, so 13 passes and 12 fails. You must hold, or be getting at the same time, a Victorian marine licence and be 16 or older; the endorsement is never issued on its own. The real test has no published time limit and shows some questions as pictures: the 15-minute timer is an ExamRoo practice setting and marks are described in words.

Sample Question 1 of 5What is a PWC

Under the Marine Safety Act 2010 (Vic), which feature is part of the definition of a personal watercraft (PWC)?

AIt is designed to be ridden standing, astride or kneeling, not seated inside
BIt has an inboard engine of more than 100 horsepower
CIt is less than 4 metres long and carries no more than two people
Answer & Source:

The Act defines a PWC as a registrable recreational vessel with a propulsion engine and a fully enclosed hull that does not retain water if it capsizes, and that is designed to be operated by a person standing, sitting astride or kneeling on the vessel rather than seated within it. Engine size, length and passenger numbers are not part of the definition. Source: Marine Safety Act 2010 (Vic) s 3; Handbook ch.5, Personal watercraft.

Sample Question 2 of 5What is a PWC

A PWC capsizes in Victorian waters. According to the legal definition of a PWC, what should its hull do?

AFill with water so that it sinks slowly and safely
BRight itself automatically using a ballast tank
CNot retain water, because the hull is fully enclosed
Answer & Source:

A PWC is defined as having a fully enclosed hull that does not retain water on it if it capsizes. That is what lets a rider roll the craft upright and reboard. Self-righting ballast is not part of the definition. Source: Marine Safety Act 2010 (Vic) s 3; Handbook ch.5, Personal watercraft.

Sample Question 3 of 5Endorsement required

In Victoria, what must a person hold to be the master of a PWC?

AA marine licence endorsed for personal watercraft
BA general marine licence, with no extra endorsement
CA separate jet ski licence issued by Safe Transport Victoria
Answer & Source:

The Marine Safety Act makes it an offence to be the master of a PWC unless you hold a marine licence endorsed for that type of vessel. A general marine licence alone is not enough, and Victoria does not issue a separate jet ski licence: the PWC authority is an endorsement added to the marine licence. Source: Handbook ch.4, Recreational marine licensing; Marine Safety Act 2010 (Vic) s 47.

Sample Question 4 of 5Endorsement required

A 20-year-old in Victoria has never held a marine licence and wants to ride only jet skis. What can VicRoads issue?

AA PWC endorsement on its own, since only jet skis will be ridden
BA marine licence first, with the PWC endorsement added to it
CA restricted marine licence with a PWC endorsement
Answer & Source:

A PWC endorsement cannot be issued as a standalone licence. The applicant must obtain a marine licence (the marine licence test can be sat at the same time) and the PWC endorsement is then added to it. A restricted marine licence is for 12 to 15-year-olds and cannot carry a PWC endorsement. Source: Handbook ch.4, Types of marine licences.

Sample Question 5 of 5Endorsement required

Under the Marine Safety Regulations 2023 (Vic), why does a PWC need a licence endorsement when an ordinary powerboat does not?

AA PWC is a prescribed type of recreational vessel
BA PWC is classed as a hire and drive vessel
CA PWC is treated as a commercial vessel
Answer & Source:

Section 47 of the Marine Safety Act requires a licence endorsement for any prescribed class or type of registered recreational vessel, and regulation 31 prescribes the personal watercraft as that type. A PWC is a recreational vessel, not a hire and drive or commercial vessel, unless it is actually let for hire. Source: Marine Safety Regulations 2023 (Vic) reg 31; Marine Safety Act 2010 (Vic) s 47.
